If the cruise control works, that rules out some steering column wiring issues. The fuse box should be under the hood. Check the diagram on the inside of the fuse box cover for the wiper fuse location. And yes, a bad plug connection can definitely cause those symptoms. I'd suggest taking it to a good workshop.
