Matrix emergency call system malfunction

I had a similar issue with my 2018 Volvo XC60. These emergency call systems, also known as eCall or telematics systems, use a mobile network to automatically contact emergency services in an accident, or let the driver manually call for assistance. A fault often logs a diagnostic code. Did the error message give any specific codes?
