Have you checked the windshield washer motor itself? Sometimes they can fail, even if the reservoir level seems adequate. Also, is there any chance of a blockage in the lines leading to the nozzles? Perhaps try disconnecting the line at the washer motor and activating the system to see if fluid is being pumped that far.
