Filter's new. Could a defective high pressure pump be the only reason for a defective fuel volume regulator?

Not only, but it's a common cause when the regulator goes on these. Hard to say without proper diagnostics, though. I’d take it in; high pressure fuel systems aren’t beginner-friendly.

You were right. Garage confirmed pump failure took out the regulator. Cost 1510€ to fix. Thanks.
