Yes, by 'voltage regulator', I mean the component integrated within the alternator. Undervoltage can directly impact the electronic stability control (ESC) and anti-lock braking system (ABS). I took it to a workshop and they confirmed it was an undervoltage issue causing problems with the ABS. They replaced some worn-out brake pads and rotors while they were at it. Cost me about 240€, but the brakes feel normal again.
