Measure voltage at the two pins of the mirror heating element connector with the engine running and the mirror heating on. Should be around 12V. I'm not familiar with the Fiat system, but in my Opel, if the outside temperature sensor was faulty, the mirror heating didn't activate as a safety measure. Honestly, given the 95€ repair cost you mentioned, it might be worth getting a professional to diagnose it.

I had a similar problem with my old Opel Astra. Mirror heating stopped, turned out to be a corroded connector in the door wiring harness. Have you checked the voltage at the mirror connector? Is the temperature control unit working?
