S60 Emergency Call System Malfunction

I'm beyond frustrated! My 2013 Volvo S60 hybrid's emergency call system is malfunctioning. I get an error stored in the error memory, a constant error message in the speedometer, and a warning light that won't go away. I suspect it's a defective cable or plug connection. Has anyone else encountered this headache?
