Boost leaks were checked; nothing obvious. The whistling is quite loud, more like a hiss under acceleration. Could a faulty turbo actuator cause these symptoms even without a clear leak?

Yes, a faulty turbo actuator, especially the electrical bypass valve, can definitely cause those issues without a major boost leak being immediately apparent. The actuator not functioning correctly can cause the turbo to overboost or underboost, leading to the ECU cutting power and throwing codes. I would suggest getting it properly diagnosed at a workshop.

Confirmed boost pressure actuator valve fault. Electrical bypass was defective. Replaced; all symptoms resolved. Thanks for the input.

I had similar symptoms on my Renault Megane, though not quite as severe. Check engine light, power loss, and a faint whistling. Have you checked for any obvious boost leaks?
