Trafic Boost Pressure Issue

My 2021 Renault Trafic diesel with 141629 km has a check engine light, reduced power, sluggish response, and occasional stalling. Fuel consumption is up, and there's a whistling noise with a loud hissing during acceleration. Could this be a defective wastegate valve?
