Thanks for the advice. I finally got my Beetle fixed last week. The mechanic found the auxiliary heater control module was completely dead and needed replacement. The repair took about 3 hours total including diagnostics. Total cost came to 380€ including parts and labor. The car heater now works perfectly, instant heat when starting up and proper temperature control. The heating system maintains steady temperature even during long drives. Much better experience this time with a certified VW specialist who really knew these heating systems. They also checked the heater core and temperature sensors while they had it apart, all tested good with no signs of upcoming issues. Really glad I went ahead with the repair instead of trying cheaper alternatives.
