VW Lupo Diesel Intake Issues: Loss of Power & Hissing

My 2002 VW Lupo diesel is showing signs of reduced power and intake system problems. The engine performance has dropped significantly, with rough running and jerking during acceleration. There is a noticeable hissing sound under load, and fuel consumption has increased. Based on these symptoms, I suspect the airflow control in the intake manifold might be faulty. Has anyone encountered similar issues with their Lupo? Looking for input from those who have dealt with intake manifold flap problems, particularly regarding diagnosis and repair costs. The engine light has not come on yet, but the symptoms are quite obvious. What should I expect when taking it to a workshop?

Thanks for the detailed reply. My current mileage is 149900km, and had the last service 3 months ago. The engine misfire gets worse when the engine is cold, especially during morning starts. The poor engine performance is most noticeable under load, like when climbing hills or during overtaking. The intake manifold flap seems to make more noise in cold conditions. I tried cleaning the airflow control system myself but saw no improvement. The workshop quoted 490€ for diagnosis and potential repairs, which seems high compared to your experience. Before booking it in, I want to make sure this matches the typical repair cost for this issue.
