I took my Touareg to a different mechanic who specialized in VW turbocharged engines. The diagnosis confirmed it was indeed the wastegate causing the boost pressure problems. Total repair cost came to 890€, which included replacing the wastegate, cleaning the throttle body, and recalibrating the entire system. The whistling noise is completely gone now and the engine response is back to normal. Fuel consumption has dropped back to usual levels and the car feels much more responsive. The boost control is working perfectly, no more sluggish acceleration or stalling issues. Really glad I asked here first and got that second opinion. The previous mechanic wanted to replace the entire turbocharger unit which would have cost over triple the price. The intercooler and other components were all in good condition, just as suggested here. Car has been running great for the past few weeks with no check engine lights or boost-related problems.
